RouteZero Foresight uses your real travel data to simulate a proposed change at the individual trip level. Most modelling relies on averages, and averages smooth over the trips where a blanket rule breaks down - ‘no flights under two hours’ sounds sensible until Edinburgh to Oslo, where the train takes more than 15 hours. Simulating every trip shows exactly which journeys a change would affect and which it wouldn’t, so you introduce it knowing it holds.

That's yours to decide, and you can decide it differently for each change. The same change can be offered as guidance, set as policy so it applies by default, or carry an incentive that pays the traveller a share of what their choice saved.
